Research · Annual review

The year in GTA industrial.

The annual review looks back over the year — supply, leasing, rents, investment and policy — and sets out what it means for the year ahead. The figures are updated each January; the analysis below covers the shift that has defined the market since 2023.

Supply caught up with demand

The defining story of 2023–2025 was the arrival of one of the largest construction pipelines in the GTA's history — buildings started at the height of the scarcity, delivering into a market where occupiers had slowed down. Much of it was large, speculative distribution space on the outer ring.

The result was a market that moved from landlords' terms to something close to balance: more choice for tenants, longer lease-up periods for big new buildings, and asking rents easing from their peak while older, smaller and infill buildings held up far better.

Investors repriced, owner-users stepped in

Higher interest rates widened cap rates and slowed institutional buying. The buyers who kept transacting were private investors with modest leverage and owner-users — businesses buying their own premises, who compare the purchase with paying rent rather than with a bond yield. In sub-$30M freestanding industrial, they set many of the prices.

Policy and land

Ontario's Provincial Planning Statement 2024 narrowed the definition of employment areas and changed how municipalities may convert employment land. For owners of older industrial land near transit and housing, conversion and intensification questions are now asked more often — and answered case by case.

Development charges, the route of Highway 413, and the timing of interest-rate cuts are the variables most likely to shape land values and new construction over the next cycle.

The year ahead

Expect the gap between categories to stay wide: well-located small and mid-size buildings remain scarce and keep their value; large new buildings on the outer ring compete on rent and inducements until the pipeline is absorbed. For buyers, that is a window to acquire well-located assets with below-market leases and re-lease them over the next few years. For tenants with large requirements, it is the best negotiating position in a decade.
